国际金融论坛（IFF）第13届全球年会在上海举行并发起丝绸之路国际联盟倡议
 

共建丝绸之路经济带和21世纪海上丝绸之路（即一带一路）是推进人类文明进步，促进沿线各国繁荣发展的重大倡议，得到了国际社会的高度关注和积极响应。然而，受当前复杂多变的国际政治、经济、社会、文化和信仰等多重因素影响，还有待国际社会进一步认同和积极参与。
 

我们一致认为，当前全球发展已迈入关键的临界点，有必要结合一带一路战略，联合国际社会、全球市场和民间资本力量，建立面向全球的开放型国际网络。通过深化交流合作、沟通协调，促进增信释疑、凝聚共识，弘扬“和平合作、开放包容、互学互鉴、互利共赢”的丝路精神为基础，促进各方对一带一路建设“开放、包容、互利和共营”核心内涵的认同，并形成共识，推动世界经济复苏和各国经济增长，营造稳定的国际环境。

国际金融论坛（IFF）联合一带一路沿线和周边国家前政要、专家学者，经济、金融机构和企业领袖，为推动一带一路战略发展，充分发挥金融先导和核心作用，共同倡议发起丝绸之路国际联盟（以下简称联盟）。希望通过联盟搭建国际共享平台，深化民间交流合作，在经济建设、社会发展、文化教育、科技创新、文明对话等领域沟通协调，促进增信释疑、凝聚共识。让世界参与一带一路，让一带一路推进国际社会和谐发展，共进共荣。为促进这一步目标实现，我们共同倡议如下：

壹、建立丝绸之路国际联盟，联合一带一路沿线和周边国家前政要、专家学者，经济、金融机构和企业领袖共同参与，统筹运用国际智库资源，建立面向全球的开放型国际网络。通过推动沿线重点国家战略合作，形成国际公共外交和战略合作网络的主体框架，以发挥协同效应，形成协作合力；

贰、建立一带一路国家和区域常态化对话、人员交流互访与合作研究机制。以联盟为平台，建立研究成果交流、共同发表成果、联合召开学术研讨会、专家学者互访、合作研究等机制，通过委托、资助和聘请有关国家智库和学者开展研究，及时反映沿线国家的困难、问题、期待与利益诉求，提出共同解决对策方案等；

叁、以国际金融论坛（IFF）和联盟为平台，定期举办丝绸之路国际联盟峰会。分享各成员国发展理念及经验，就一带一路建设和相关国际发展问题进行深入研讨，力争打造成为沿线国家政产学研各界对一带一路进行综合对话、交流、合作的权威平台；

肆、通过联盟，建立一带一路国际社会、全球市场和民间资本合作的多边沟通渠道与促进机制。并根据合作需要，积极推动建立民营丝路金融机构，以支持一带一路战略实施；

伍、联盟将以国际金融论坛（IFF）为依托，设立丝绸之路国际联盟全球理事会，建立会员机制，常设秘书处，负责协调和主持日常工作。

我们相信，丝绸之路国际联盟发起和创立，将是国际社会、全球市场和民间资本进一步认同和共同参与一带一路战略的重要里程碑，将为促进世界全面可持续发展，增强全球经济和社会稳定发挥积极作用。

Silk Road International UnionInitiative

The “Silk Road Economic Belt” and the “21st Century Maritime Silk Road” (also known as the “Belt and Road Initiative”) is an initiative aiming at promoting human civilization and boosting the prosperity and development of countries along the route. It has drawn close attention and received positive responses from the international community in general. However, against the complexity of global politics, economy, society, culture and religions, the Initiative calls for further recognition and participation. 

It is our shared belief that the global development has entered a critical stage.  It is necessary for the international community, global market and private capital to work together in line with the strategies of the Belt and Road Initiative for building an open and interconnected global network.  Through in-depth exchange, cooperation and coordinated efforts, parties of the network can enhance mutual trust, eliminate skepticism and form consensus. Better understanding and promoting the Silk Road Spirit, i.e. “peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit”, will help us reaching agreement on promoting world economic recovery and national development,and ultimately creating a stable international environment.

Uniting the former political leaders, scholars, business and financial institution leaders from countries along the route, the International Finance Forum (IFF) initiates the establishment of the Silk Road International Union (SRIU) for the purpose of promoting strategic development of the Belt and Road Initiative, and giving full play to the significant and leading role of finance. The SRIUaspires to establish an international platform for non-governmental exchange and communicationin the fields of economy, social development, culture and education, science and technology innovation, and inter-civilization dialogue. Such efforts will help build understanding and trust, encourage the whole world to participate in the Belt and Road Initiative, which in turn will promote world development and prosperity. To achieve this goal, we hereby propose the following:  

Firstly, to establish the Silk Road International Union (SRIU) and unite the former political leaders, scholars, business and financial institution leaders from countries along the route and neighboring statesto work together as an international think tank for building a network open to the whole world. Through strategic cooperation among key countries along the route,a mainframe of a public diplomacy and strategic cooperation network could be set up to bring about better coordination and synergy.

Secondly, to form amechanism for dialogue, personnel exchanges, and jointresearch among the countries and regions in the Belt and Road zone. Through the SRIU platform, establishing a mechanismforsharing and publishing research findings, holding academic seminars, conducting joint researches, and facilitating personnel exchanges. By commissioning, engaging, and fundingthink tanks and scholars to various research, the difficulties, concerns, and expectations of relevant countries could be identified and responsive strategies be developed.

Thirdly, to holdthe SRIU summit on a regular basisthe IFF and SRIU platform for sharing the development concepts and experiences of all member countries, discussing the Belt and Road construction andinternational development issues of relevant sectors. Striving to build an authoritative platform forthepolitical, business, academic and research circles of the relevant countries to conductcomprehensive dialogue, exchanges and cooperation.

Fourthly, the SRIU provides a multilateral channel and mechanism for promotingcooperation between the international community, global market and private capital underthe Belt and Road Initiative. When appropriate, a financial institution by private capital could be established to support the implementation of the Belt and Road Initiative.

Fifthly, anchored with the IFF, establishing theSRIUBoard Committee as the governing body,the permanent secretariat responsible for daily operations and coordination, and the SRIU membership mechanism.
 

We firmly believe the initiation of the “Silk Road International Union” is a milestone marking the even wider recognition ofthe “Belt and Road Initiative” bythe international community, global market and the private capital. It will boost comprehensive and sustainable development, economic growth, and stability of the entire world.
